Police identify moped driver killed in Chesapeake hit-and-run

CHESAPEAKE, VA – Authorities have provided additional information about a hit-and-run accident that killed a moped driver in Chesapeake Saturday afternoon, WAVY reports.

This is an update to a previous story.

The victim has been identified as 42-year-old Thomas Penny of Chesapeake.  Police say he was fatally struck by a Ford Taurus that was turning from Hoover Avenue onto Buckland Street shortly before 3:40 p.m.

The driver fled the scene but was later taken into custody by officers behind a residence on Martin Avenue. He was identified as 21-year-old Iran Lucas of Chesapeake. Lucas is charged with felony hit-and-run.
