News: Man killed while standing in the shoulder of I-95

RICHMOND, VA – One man was killed and two others were hospitalized following a collision within the shoulder lane of Interstate 95 early Monday morning.

According to NBC12, the crash occurred at about 5:18 a.m. along I-95 southbound near West Hundred Road. 58-year-old Silerio Santos-Cesario, pulled over into the shoulder after his vehicle was struck by a tire that flew off of another car in the northbound lanes.

During the time Santos-Cesario was waiting for assistance on the shoulder, another vehicle rear-ended his car at a high rate of speed, forcing the car into Santos-Cesario and killing him. A female passenger inside of the vehicle was injured in the crash as well and was rushed to the hospital. Her condition remains unknown at this time.

The other driver involved in the crash has been identified as an 18-year-old from Mineral. He was also transported to a local hospital to be treated for minor injuries.

No charges have been filed against the other driver as of Tuesday afternoon. No word on what caused them to leave the roadway and strike Santos-Cesario’s vehicle has been released as of yet.
